setting to make my wifi as TM Wifi login,

as you know, using free wifi such TM Wifi, McD or KFC you have to create an ID, if not you cant login.

I'm sharing my wifi with other housemate. So i want to make each person got their own personal ID, they can login using any device to surf internet or lan gaming.

and also, i want to make sure each person got their own download/upload speed. I'm using UniFi 20Mbps, and 8 people using it. so around 250kbps each person.

is there a way to do that?
