On torrenting, Does streamyx throttling torrents ?

I don't normally do torrenting

I do this time, trying to download wikileaks' "insurance files"

Last night when I started, the speed was okay, around 200KB/s, but now, the speed goes way down, to a trickle

I do see a lot of peers, but somehow, my torrent client (I use Tixati) could not get anything from those peers

Any torrent experts here ? Mind giving me a pointer or two ?
