Who's used TM Internet Please help!, new user in Penang

I just move to Working in Penang.

Actually I used True Online ( in Thailand), Package DL/UL 14Mbps/1.4Mbps price 69.9RM/month (so cheap!!)
I can used Bit torrent to Download everything.

But now, I move to Penang. I regist internet from TM, Package Stresmyx 4Mbps/512Kbps price 140Rm/month
I used everything sam in Thai, but I cant to download anything by Bit Torrent, like Bitcommet

I try to setting IP or everything in my Laptop, never work!
And I call to ask TM, they siad " your internet working well "!!!! only this ans from TM

So, I want to know that anther used this TM??? you can used bit Torrent??? so.... how can I do????
