I am using Streamyx 4mbps package.
I thought it is acceptable to get 2mbps +/- from speedtest once in a while

though i dont check speedtest that frequently, but today i check, it go below 2mbps !! i think thats it... i've been paying for 4mbps but i get 2mbps.
before i call streamyx CS to scold them, I want to make sure there's nothing wrong from my side (dont wanna fitnah them guys).
So i checked my belkin router and this is the result

and i ping www.google.com ... there's a spike once in a while, dont know why

so my question now is... the downstream of my router.. its at 2041 which i assume is 2mbps? this value is derived from the internet speed, or is something that i can configure? e.g i can set it to max so it would show 4mbps? but i can't locate the button to do such config. is it possible?
